Mehmed 4. (moderne tyrkisk Mehmet (osmannisk-tyrkisk محمد رابع tr. Meḥmed-i rābi‘, også kendt som Avci Mehmed (dansk: ~ Mehmed Jægeren), 2. januar 1642 – 6. januar 1693) var sultan i det Osmanniske Rige fra 1648 til 1687.
Mehmed kom på tronen i en alder af seks. Hans regeringstid var betydelig, da han ændrede sultanens stilling for evigt ved at overføre det meste af sin udøvende magt til sine storvesirer, Köprülü Mehmet Pasha, Köprülü Fazıl Ahmet Pasha og sidst Kara Mustafa Pasha.

Emetullah Rabia Gülnuş Sultan (Ottoman Turkish: گلنوش امت الله رابعه سلطان; c.1642 – 6 November 1715) was the chief consort of Ottoman Sultan Mehmed IV, Haseki sultan of the Ottoman Empire from 1664 to 1687, as well as the mother of Ottoman sultans, Mustafa II and Ahmed III and the Valide sultan of the Ottoman Empire from 1695 to 1715. She was one of the prominent figures during the era of the Sultanate of Women which spanned for nearly 200 years and ended with her death in 1715. She is considered to be the last powerful imperial consort and Valide sultan in Ottoman history.
